DCI Moves to Probe Forgery as County Officer Found in Contempt Over Parklands Land Case

The Directorate of Criminal Investigations (DCI) has launched a probe into an alleged forgery linked to the ongoing Parklands land dispute, days after the Environment and Land Court found a senior Nairobi County official in contempt for defying orders halting developments in the area.

In a letter dated November 4, 2025, Kilimani Sub-County Criminal Investigations Officer (SCCIO) Hussein Mahat wrote to the Deputy Registrar of the Environment and Land Court at Milimani seeking certified copies of all documents filed in Petition No. E012 of 2025 by Kamalkumar Rajinkant Sanghani, including his affidavit and supporting evidence. The letter, stamped as received by the court registry the same day, states that detectives are investigating a case of forgery contrary to section 349 of the Penal Code reported under OB 77/30/10/2025 at Kilimani Police Station.

The DCI’s move comes as the court tightens scrutiny on the Parklands development saga, where a three-judge bench recently found County Chief Officer for Environment Geoffrey Mosiria guilty of contempt of court. The judges Principal Judge O.A. Angote, Justice A. Omollo, and Justice C.G. Mbogo ruled that Mosiria disobeyed a conservatory order issued on March 5, 2025, restraining the county and its committees from approving or processing any development applications in the Parklands area pending a proper physical and land use plan.

The petitioners, led by Sanghani and members of the Parklands Residents Association, had accused county officials of ignoring the court’s directives by allowing excavation and tree felling to continue on Jalaram Road despite the standing order.

With the DCI now stepping in to investigate suspected forgery within the same case file, the controversy around Parklands appears to be deepening, linking questions of court defiance, planning irregularities, and alleged document falsification in one of Nairobi’s most contested urban development disputes.
