A pre-sentencing report produced in court says former social worker at Mama Lucy convicted for child trafficking is not remorseful despite his conviction.

The report states that 32 years old Fred Leparan was found to be one with no regard for others and lacks empathy.

“The offender has been assessed as one having a callous disregard for others. He lacks empathy and has no feelings of remorse or guilt,” the report says.

The father of three young children with the youngest being three weeks old was found guilty of child trafficking by a Nairobi court.

The court then ordred for a pre-setence report to be produced in court to help in sentencing Leparan and his co-accused.

The probation officer has further told court that Leparan does not take responsibility of what he has been found guilty of and is quick to deflect blame.

“Seemingly, he does not comprehend the gravity of the offences he has been convicted of,” the report states.

It further says that during social inquiry, he came out as a person who is not straight forward as he gave out different versions of his involvement in the commission of the crime.

“This speaks a lot on his character and he has contact with antisocial peers though his family and friends portray him in a positive manner,” the report states.

According to the report, though he was in a stable employment at the time of the offence, he had a lot of financial obligations bestowed upon him that may have contributed to his actions.

“This situation has been complicated further since he was interdicted three years ago after being charged which can be considered a risk factor.

According to the probation officer, due to his character and attitude, community supervision may not suffice so he needs close supervision through institutionalized rehabilitation to give him time to reflect on his life and change his behaviour.

The report also says he supports his elderly mother, siblings and his young family being that he is the only employed person within his family unit.

“His arrest has had an impact on his mother’s mental health which requires constant medication and the burden pf providing finances for the same lies on him,” the report says.
