PC Elijah Kibelion Finally Arraigned Over Murder of Dr. Victoria Mutiso

Police Constable Elijah Kibelion has been arraigned over the murder of Dr. Victoria Mutiso but will remain in custody until September 23, 2026, when he is expected to formally take plea.

Police Constable Elijah Kibelion has been arraigned before the High Court in connection with the murder of Dr. Victoria Mutiso, however, he will have to wait until September 23, 2026 to formally respond to the murder charge.

Kibelion appeared before Justice Kanyi Kimondo at the Milimani High Court without legal representation. However, he could not take a plea because the prosecution had not subjected him to a mental assessment to determine whether he is fit to stand trial.

The court consequently directed the prosecution to take Kibelion to Mbagathi District Hospital for a mental assessment.

The hospital is expected to prepare a report on his mental status, which will be presented to the court before Justice Alexander Muteti on September 23, 2026.

Kibelion is expected to formally take plea on the murder charge on that date, subject to the outcome of the mental assessment.

In the meantime, the court ordered that he be remanded at Nairobi Remand until September 23.

The court also directed the Deputy Registrar of the Judiciary to appoint a pro bono lawyer to represent Kibelion throughout the murder proceedings.

The appointment of counsel is intended to ensure that Kibelion has legal representation as the case progresses, despite having appeared in court without a lawyer during his initial arraignment.

The case is expected to come before Justice Muteti on September 23 for further directions and formal plea taking.

Kibelion is accused of involvement in the gruesome murder of Dr. Victoria Mutiso.
