Magistrate Paul Mutai has granted the DCI four more days to hold two suspects as investigations into Dr Victoria Mutiso’s murder continue.

Magistrate Paul Mutai has granted the Directorate of Criminal Investigations (DCI) four more days to hold two suspects as detectives continue investigating the murder of Dr. Victoria Mutiso.

The DCI had sought permission to detain Daniel Mwangi Njoroge and Kevin Ngugi Kinuthia for an additional seven days, arguing that investigations were incomplete due to the complexity of the case. However, Magistrate Mutai granted the investigators four days to complete the outstanding investigations.

The two suspects have been in custody following their arrest on August 7, 2026, and subsequent arraignment before the Milimani Court on August 10, when the DCI was granted 30 days to investigate the matter. In an application filed on Thursday, September 10, the DCI argued that the time previously granted had not been sufficient to conclude the investigations.

In a supporting affidavit sworn by DCI officer No. 85266 CPL Romana Odour, investigators said the two suspects had provided new information that required further investigation before a decision could be made on whether to charge them. The DCI also told the court that cybercrime and forensic reports from the National Forensic Laboratory were yet to be received. Investigators said the reports would be used to further interrogate the suspects and other persons linked to the investigation.

The court was further informed that the first respondent, Elijah Kibelion Kimoi, has already been charged with murder and is scheduled to take plea on September 23, 2026, before the Milimani High Court in Criminal Case No. HCCRCE 005 of 2026.

The DCI had sought seven more days to trace and record statements from the witnesses, interrogate forensic reports from mobile phones recovered from the suspects and investigate new information obtained during interviews.

Detectives also argued that releasing the suspects before the conclusion of investigations could expose the case to risks including absconding, interference with witnesses, collusion and destruction of evidence.

After considering the application, Magistrate Paul Mutai granted the DCI four additional days, allowing investigators more time to complete the outstanding investigations.
