In today’s court news, three individuals suspected of land fraud were on Thursday arraigned before the Milimani Chief Magistrate’s Court in Nairobi, facing multiple charges including forgery and unlawful possession of government stores.

The first accused, Livingstone Ambayi Munala, was charged with being in possession of a tool capable of creating a stamp impression bearing the name of the Ministry of Lands Cabinet Secretary, C.S. Maina.

The incident allegedly occurred on or before March 28, 2025, at a residence along Desai Road in Starehe Sub-county, Nairobi.

Munala also faced additional charges of possessing stamp impressions bearing the names of I.R. Jeptanui and V. Njane, both land registrars at the Ministry of Lands.
Further, he was accused of unlawfully possessing a stamp impression in the name of Machonge Nicholus, a land administration officer.

The second accused, Leonard Clifford Wafula, was charged with being in possession of government stores.

According to the prosecution, Wafula was found with 113 international certificates of vaccination (OU de Prophylaxis) belonging to the Ministry of Health, which were suspected to have been stolen.

The third suspect, Paul Muigai Kimani, faced charges of unlawfully possessing two file covers belonging to the Directorate of Criminal Investigations (DCI).

All three appeared before Senior Principal Magistrate Benmark Ekhubi and pleaded not guilty to the charges.

The court granted Livingstone Ambayi Munala a bond of Ksh 2 million or an alternative cash bail of Ksh 1 million.

The other two accused were each released on a bond of Ksh 600,000 or a cash bail of Ksh 300,000.
