Police Officers Detained 14 Days Over Fatal Shooting of Shukri Adan in Embakasi

Two police officers suspected to be involved in the fatal shooting of Shukri Adan Ibrahim Issaka were on Friday detained for 14 days after Milima court found that their release could compromise ongoing investigations.

The prosecution, appearing before the court in a miscellaneous application, sought orders to detain Sergeant Godwin Mjomba and Administration Police Constable Patrick Mutunga Titus for 21 days. Prosecutors argued that the period was necessary to allow investigators to complete inquiries and to subject the officers’ mobile phones to forensic examination, citing fears that the suspects could interfere with witnesses and investigations if released.

In their response, the officers told the court that they would not interfere with investigations and would avail themselves whenever required. They said they understood investigative procedures by virtue of being police officers hence maintained that detention was unnecessary.

In her ruling, Magistrate Caroline Nyaguthii said the court had considered both the prosecution’s application and the responses by the respondents. She ascertained that, given their positions in the police service, the two were likely to interfere with witnesses and investigations if released. The magistrate ordered that they be detained for 14 days to enable the applicant complete investigations.

The case arises from the killing of Shukri Adan Ibrahim Issaka, who was shot dead in the early hours of January 11, 2026, in Embakasi, Nairobi. According to eyewitnesses who spoke to local rights activists, Shukri was shot at about 5.30am as he was on his way to morning prayers.

Preliminary accounts indicate that the incident began as a minor road accident at Bhakita stage involving a matatu and a Toyota Fielder driven by Shukri, who was travelling with two friends. It is alleged that after the vehicles slightly collided, a misunderstanding ensued, during which the matatu driver threw a stone that shattered the rear windscreen of the Fielder.

Witnesses said Shukri and his companions alighted from the vehicle, after which a confrontation followed. During the altercation, two police officers reportedly arrived in a Noah vehicle, ordered the trio to lie on the ground and, as tensions escalated, opened fire, killing Shukri at the scene.
The court directed that the officers be remanded at Capital Hill Police Station and set January 26 for mention to confirm the status of investigations and for further directions
