Detectives investigating the killing of Dr Victoria Mutiso have arrested three additional suspects, among them a serving police constable who was traced to Kampala, Uganda.
The Directorate of Criminal Investigations (DCI) said the arrests followed a coordinated operation involving officers from the Crime Research and Intelligence Bureau, the Operations Directorate and the Homicide Bureau at DCI headquarters. The operation was conducted across Nairobi and Kampala as investigators pursued leads generated through forensic analysis.
Two of the suspects were located at Kyanja Heights flats in Kampala’s Nakawa suburb, where they were arrested with assistance from the Uganda Police Force. The DCI identified them as Police Constable Bett Kiplangat Collins, service number 118491, who is attached to Thogoto Police Station, and Pius Muiru Mbugua, a civilian.
According to the investigators, the two entered Uganda illegally after the killing. They are currently being held at Jinja Road Police Station as arrangements are made to return them to Kenya under escort. The third suspect, Samuel Karanja Gathoni, also known as “Lawyer”, was arrested in the Langata Multi-Media area while travelling towards Ongata Rongai.
The DCI alleges that investigations have placed PC Bett within the operation that targeted Dr Mutiso. Detectives say he was responsible for surveillance and worked as a co-driver alongside Daniel Mwangi Njoroge, whom investigators have described as a key organiser of the alleged operation.
Njoroge was allegedly driving a Land Cruiser Prado, registration number KDH 600A, which detectives say was used to block the Uber vehicle carrying Dr Victoria Mutiso in Upper Hill on the morning of July 29, 2026. Dr Mutiso was subsequently shot dead in the incident.
Investigators further allege that Mbugua played a financial and coordination role in the operation. The DCI says he acted as an intermediary between the alleged execution team and the individual who contracted them, including handling payments and facilitating logistics for the movement of the group.
The National Police Service credited cooperation from the Uganda Police Force for enabling investigators to locate and apprehend the two suspects in Kampala. The DCI said the two suspects detained in Uganda will be escorted back to Kenya, where they will be processed before being presented in court.
The agency also addressed claims circulating in political circles concerning the investigation, rejecting allegations that some suspects had previously been arrested and released or that security officers had assisted suspects in fleeing the country. The DCI described the allegations as false and accused those making them of attempting to undermine public confidence in the investigation and portray detectives as being involved in the crime rather than pursuing those responsible.
The three latest arrests add to an expanding investigation into the circumstances surrounding the killing of Dr Victoria Mutiso, with detectives continuing to pursue other individuals they believe may have been involved in the alleged operation.
