Former Sports PS Kaberia, Nine Others Face Charges Over Ksh 330M CHAN Funds Scandal

Former Sports PS Peter Kaberia and nine others face charges over the alleged misappropriation of Ksh330 million meant for Kenya’s preparations to host CHAN 2018.

Former Sports Principal Secretary Peter Kaberia has been charged alongside nine other suspects over the alleged loss of Sh330 million set aside for Kenya’s preparations to host the 2018 Africa Nations Championship (CHAN).

Kaberia is among four former government officials and five businessmen who will face prosecution following investigations into the expenditure of funds under a Sh1.5 billion stadium infrastructure contract.

In a statement issued on Tuesday, September 8, 2026, Director of Public Prosecutions Renson Ingonga said he had approved the charges after reviewing an investigation file submitted by the Ethics and Anti-Corruption Commission (EACC).

The former government officials charged alongside Kaberia include a former Senior Principal Finance Officer, former Director of Administration, former Principal Accountant and former Senior Superintendent Engineer, all from the Ministry of Sports. Five companies have also been charged over their alleged role in the transactions.

The suspects face a range of corruption-related offences, including abuse of office, unlawful acquisition of public property, failure to comply with procurement laws, acquisition of proceeds of crime and financial misconduct.

Ingonga said the decision followed an independent assessment of the evidence gathered by EACC, which established sufficient grounds to put the suspects and companies on trial.

“The charges arise from investigations conducted by the Ethics and Anti-Corruption Commission (EACC), whose inquiry file was submitted to the ODPP for review and guidance,” Ingonga stated.

He added that the prosecution was approved after an independent and thorough evaluation of the evidence.

The case centres on a Sh1.5 billion contract awarded by the State Department for Sports Development in 2017, ahead of Kenya’s hosting of CHAN in 2018. The contract was intended to provide security systems, pitch lighting and audio-visual networks at various stadiums across the country.

However, investigations into the deal raised concerns over the manner in which the tender was awarded and implemented. EACC investigators found that the contract had been single-sourced and that key requirements, including bidding security and other safeguards under procurement law, had not been properly followed.

The anti-graft agency further established that despite millions of shillings being released for the project, the contracted works were not carried out, supervised or completed.

The development comes seven months after EACC moved to court in a separate civil case seeking to recover the Sh330 million it says was irregularly paid out under the disputed stadium tender. The criminal proceedings will now place Kaberia and the other former officials before court to answer allegations arising from the same transactions.

Ingonga said the ODPP remained committed to pursuing cases involving the misuse of public resources.

“We reaffirm our unwavering commitment to upholding the rule of law, safeguarding public resources, promoting integrity, and ensuring accountability in the management of public affairs,” he said.
