Court Grants DCI 3 Days to File Further Affidavits in Huduma Centre Boss Disappearance Case

The High Court has given the Directorate of Criminal Investigations (DCI) three days to file and serve further affidavits in a petition filed over the disappearance of Wajir Huduma Centre boss, Hussein Abdirahman Mohamed.

Justice Chacha Mwita, who is presiding over the matter (HCCHRPET E435/2025), issued the directive during a mention of the case in which Abdiwahab Mohamed and Hussein have sued the DCI, the Inspector General of Police, and the Attorney General, seeking accountability and answers over Hussein’s mysterious disappearance.

The Petitioners, who are represented by counsel on record, are asking the court to intervene and compel the State to produce Hussein dead or alive amid mounting concerns about enforced disappearances and security operations in the northeastern region.

During today’s proceedings, the respondents were directed to file their supplementary responses and serve all parties within three days. The court will issue further directions on 21st July 2025.

The case has drawn public attention and sparked protests in Wajir, where residents are demanding urgent action and transparency from government authorities over Hussein’s fate. The Petitioners argue that the State bears responsibility for his safety, and that the silence from security agencies amounts to complicity.

The matter continues to highlight growing concerns around human rights and enforced disappearances in Kenya’s frontier counties.
