The Independent Electoral and Boundaries Commission (IEBC) has summoned United Democratic Alliance (UDA) Secretary General Hassan Omar to appear before its Electoral Code of Conduct Enforcement Committee over remarks he allegedly made about voting by deceased voters.
In a statement released on its official social media pages on Wednesday, October 14, 2026, the commission said Omar is required to appear before the committee on October 21, 2026, at Anniversary Towers in Nairobi.
The summons relates to statements Omar allegedly made during a public rally in Mombasa County on September 11, 2026, concerning voting by deceased voters. IEBC said the matter was being considered under the Electoral Code of Conduct contained in the Second Schedule of the Elections Act, 2011.
“The summons gives the former Senator an opportunity to respond to the allegations, in keeping with the right to fair administrative action and the right to be heard,” IEBC said.
The commission said it would consider the material and representations presented before the committee before making a determination on the matter. It urged Omar to honour the summons and cooperate with the proceedings.
With the 2027 General Election approaching, IEBC called on political leaders, candidates, supporters and other participants to exercise restraint and responsibility in their public statements and conduct. The commission also urged all electoral stakeholders to promote peace, tolerance, respect for the rule of law and democratic participation.
IEBC said it would continue to act independently and impartially in addressing credible complaints of breaches of the Electoral Code of Conduct, adding that all persons appearing before its committee would be given a fair opportunity to present their cases.
