The Officer Commanding Station (OCS) of Lumakanda Police Station in Kakamega County has been arrested over allegations involving the defilement of a 16-year-old girl.
The matter was reported at Lumakanda Police Station on Sunday, September 27, 2026, and recorded under OB number 14/27/09/2026. According to the police report, the officer, identified as Wycliff Kwendo, allegedly contacted a family living in Kambi Moto, Kipkaren River, and warned them of an impending multi-agency security operation.
The family was allegedly advised to leave their home immediately. The officer is said to have later met the girl’s parents along the highway and transported them in his private vehicle to a nearby bar, reportedly telling them they would remain there until the situation was safe.
Suspicious about the unusual evacuation, the woman reportedly persuaded her husband to return home with her. Upon arrival, the couple allegedly found their house locked from inside. Their daughter eventually opened the door, where the parents allegedly found the police commander inside the house.
The officer was allegedly found with his shorts unbuttoned and carrying his shoes, according to the report. A confrontation reportedly followed, during which the officer allegedly appealed to the parents to resolve the matter without involving other authorities. The situation allegedly escalated after the girl’s mother noticed what appeared to be a used condom and another unopened condom inside the house.
The woman reportedly picked up the items, apparently intending to preserve them as evidence. The officer allegedly drew his firearm and threatened to shoot her if she did not hand them over. The parents allegedly surrendered the items, after which the officer is said to have taken their mobile phones and left KSh20,000 at the scene before leaving. The girl was subsequently found behind the house, where she was allegedly lying on a pile of old iron sheets.
The incident was reported to police, prompting senior officers and detectives to visit the scene. Directorate of Criminal Investigations officers reportedly secured the area as investigations got underway. The teenager was taken to Lumakanda Sub-County Hospital, where she is receiving treatment and undergoing forensic examination.
Western Region DCI boss Douglas Chikanda confirmed that the OCS had been arrested. Chikanda said the police commander was being held at Kakamega Police Station as investigations into the allegations continued.
The allegations remain subject to investigation, and the officer has not been convicted of any offence.
