The Officer Commanding Station (OCS) of Lumakanda Police Station in Lugari Sub-County, Kakamega County, has been charged with the alleged defilement of a 14-year-old girl.
Chief Inspector Wycliff Kwendo appeared before Senior Resident Magistrate Dorcas Mac’andere, where he was presented with charges arising from allegations involving the minor.
The alleged offences are said to have occurred between September 24 and 27, 2026, with the prosecution placing the 14-year-old girl at the centre of the case. Kwendo is accused of defilement contrary to Section 8(1) as read with Section 8(3) of the Sexual Offences Act No. 3 of 2006. The prosecution has also preferred alternative and additional charges against the police officer arising from the alleged conduct.
“The accused faces a charge of defilement contrary to Section 8(1) as read with Section 8(3) of the Sexual Offences Act No. 3 of 2006. He faces an alternative charge of committing an indecent act with a child contrary to Section 11(1), as well as a charge of abuse of a position of authority contrary to Section 24(2) of the Act,” the ODPP stated.
When the matter came before the magistrate, the prosecution opposed the release of Kwendo on bail and bond, urging the court to take into account the seriousness of the charges facing the serving police officer. The prosecution submitted that the offences allegedly committed were serious in nature and opposed his immediate release as the court considered the bond application.
The court heard that the alleged offences involved a 14-year-old girl and were allegedly committed over a period of several days between September 24 and 27, 2026.
Kwendo was subsequently remanded in custody pending determination of the terms of his release. He will remain in custody until October 1, 2026, when the court is expected to determine his bail and bond application.
