Three in Court Over Alleged SHA Medical Bill Waiver Fraud

Three individuals accused of posing as officials of the Social Health Authority (SHA) to defraud members of the public have been arraigned in a Nairobi court.

Millycent Makena Mwiti, Paul Muga Okoth, and Bildad Steve appeared before Senior Principal Magistrate Dolphina Alego at Milimani Law Courts,where they denied multiple counts of obtaining money by false pretences contrary to Section 313 of the Penal Code.

Prosecutors told the court that between June 19 and 20, 2025, the trio fraudulently obtained KSh 239,400 from John Kariuki, who had a relative admitted to Kenyatta National Hospital. The accused allegedly claimed they were SHA employees and could help him have his son’s medical bills waived.

In addition to the joint charges, each of the accused faces separate counts.

Millycent Makena is charged with acquiring KSh 38,900 from the complainant, knowing it was part of the proceeds of crime, and later using KSh 38,300 of the illicit funds.

Paul Muga Okoth is accused of fraudulently obtaining KSh 200,500, also alleged to be proceeds of crime.

Bildad Steve faces a charge of acquiring KSh 200,390 believed to have been obtained illegally.

The court granted each accused person KSh 50,000 cash bail, with Makena additionally ordered to sign a personal bond of KSh 200,000.

The matter is set for hearing and determination on a later date.
