Katiba Institute Seeks Contempt Orders Against AG Dorcas Oduor and CS Aden Duale Over Ebola Facility

Katiba Institute wants the government cited for contempt, arguing construction of the proposed Ebola facility at Laikipia Air Base continues despite court orders.

Katiba Institute has moved to the High Court seeking to have Attorney General Dorcas Oduor and Health Cabinet Secretary Aden Duale cited for contempt of court over the alleged disobedience of orders issued in the ongoing dispute surrounding the proposed Ebola treatment facility in Laikipia County.

In an application filed before the court, the institute, through lawyer Malidzo Nyawa, argues that the two government officials have failed to comply with court directives issued on May 28 and June 2, 2026, relating to the controversial project.

Katiba Institute is asking the court to find the Attorney General and the Health CS in contempt and impose appropriate sanctions for what it describes as a failure to obey court orders.

The organization is also seeking conservatory orders compelling the respondents to file a report or affidavit detailing the current status of the facility and the steps taken to comply with the court’s directives.

According to the application, the report would enable the court to assess whether its orders have been obeyed and provide clarity on developments at the site, which has attracted significant public interest and legal scrutiny.

The latest application marks a fresh escalation in the legal battle over the establishment of the Ebola treatment facility in Laikipia, with the High Court now being called upon to determine whether senior government officials violated its orders and, if so, what consequences should follow.

The matter is expected to come up before the High Court for directions.
