The Milimani Court has denied bail to Chinese national Chen Guang, alias Alex, for the second time as he awaits extradition proceedings to Uganda, where he is wanted to face 30 counts of forgery and one count of theft.
The court’s decision followed opposition by the Director of Public Prosecutions (DPP), which argued that the circumstances that led to the initial denial of bail remained unchanged.
The prosecution raised concerns over Chen’s short-term tenancy agreement in Kenya, arguing that temporary accommodation did not establish sufficient residential ties to justify his release. It further maintained that his lack of ordinary residence in Kenya and significant international mobility presented a substantial risk of absconding.
The DPP also challenged the proposed bail conditions, including surrendering his passport, reporting periodically to a police station and providing sureties, arguing that the measures would not adequately address the risk of him fleeing.
The prosecution team, led by Senior Assistant Director of Public Prosecutions Duncan Ondimu, OGW, and Prosecution Counsel Fatma Shaban, urged the court to expedite the extradition proceedings while Chen remains in custody to safeguard the process and ensure his availability.
The matter will be mentioned on November 4, 2026, at 3 p.m. for further directions.
