A director of a private security company has been charged with procurement fraud linked to a KSh 5.4 million security services contract awarded by Keroka Technical Training Institute.
The Ethics and Anti-Corruption Commission (EACC) arrested Gilbert Momanyi Maturwe, a director of Gimo Security and Investigation Services Limited, following investigations into the award and execution of the contract.
According to EACC, the company secured a contract to provide security services to the institution at a cost of KSh 257,000 per month for two financial years, bringing the total contract value to KSh 5,448,000.
Investigations revealed that although the number of security guards deployed under the contract was allegedly reduced, the company continued receiving payments based on the full contractual amount. The anti-graft agency further established that a Tax Compliance Certificate submitted during the tendering process was allegedly falsified and did not originate from the Kenya Revenue Authority’s system.
Following the completion of investigations, EACC forwarded the file to the Office of the Director of Public Prosecutions, which approved charges of procurement fraud, uttering a false document, and fraudulent acquisition of public property against the suspect. Maturwe was arraigned before the Chief Magistrate’s Court in Kisii, where he pleaded not guilty to all charges.
The court released him on a cash bail of KSh 1 million or an alternative bond of KSh 2 million with two sureties of a similar amount. He was also ordered to deposit his passport in court pending the hearing and determination of the case.
The matter will be mentioned on July 6, 2026, for directions.
