The Kibera High Court has granted Philip Aroko, a person of interest in the murder of Kasipul Member of Parliament Charles Were a cash bail of Ksh300,000.

While releasing Aroko, Lady Justice Diana Kavedza imposed strict conditions, warning him not to enter or be seen near Homa Bay County until the pending court application is concluded.

“The respondent shall not set foot in Homa Bay or be seen anywhere near its boundaries pending the finalization of the application before this court,” Justice Kavedza stated.

Additionally, the court barred Aroko from contacting witnesses, victims, or suspects in custody, either directly or indirectly.

As part of the bail terms, Aroko must report to the lead investigator every two days and provide two Nairobi-based contact persons. Each contact must submit a copy of their national ID and a passport-sized photograph.

The court also ordered Aroko to surrender his passport to the Deputy Registrar at the Kibera High Court. The document will be transferred from the Jomo Kenyatta International Airport (JKIA) Law Courts to Kibera.

The Office of the Director of Public Prosecutions (ODPP), represented by Assistant Director Gikui Gichui, informed the court that Aroko’s continued detention was no longer necessary. Gichui noted that all relevant areas of investigation had been covered and that Aroko had provided a detailed statement.

The case is scheduled for mention on June 26, 2025, for further directions.
