The police officer attached to PS Fikirini Jacobs has assembled the same four-lawyer team that defended Pastor Ezekiel Odero. As the DCI investigates the fatal shooting of Cecil Ouma, the defence insists the officer acted lawfully while protecting the Principal Secretary.

The police officer attached to Principal Secretary for Youth Affairs and Creative Economy Fikirini Jacobs has enlisted the same four-lawyer team that successfully represented Pastor Ezekiel Odero as investigations into a fatal shooting at a political rally continue.

Police Constable Rashid Charo, who is under investigation over the death of 29-year-old Cecil Ouma, is now represented by senior lawyers Danstan Omari, Cliff Ombeta, Sam Nyamberi and Shadrack Wambui. The four advocates previously acted for Pastor Ezekiel in his high-profile criminal proceedings and have now taken over Charo’s defence as detectives continue investigating the incident.

Charo, who was released on a personal bond of KSh20,000, appeared before Magistrate J. Mayiah at the Makadara Law Courts, where the prosecution informed the court that investigations are still ongoing.

According to court documents filed by the Directorate of Criminal Investigations (DCI), Charo is being investigated for the offence of murder contrary to Section 203 as read together with Section 204 of the Penal Code. Investigators say the incident occurred on June 30, 2026, after Principal Secretary Fikirini Jacobs attended a function at Kariokor Social Hall in Nairobi.

The DCI alleges that as the Principal Secretary left the venue with his security team, a group of youths approached the convoy demanding money. During the confrontation, the deceased allegedly entered the PS’s vehicle, forcing the driver to head towards Pangani Police Station as members of the public pursued the convoy on foot and on motorcycles. Police further allege that the crowd pelted the vehicle with stones during the chase before Charo allegedly discharged his firearm, fatally shooting Cecil Ouma.

The defence, however, maintains that Charo acted lawfully and in self-defence while protecting the Principal Secretary from what they describe as an imminent threat. The lawyers argue that the officer was carrying out his constitutional and professional duty to safeguard the life of the Principal Secretary and insist that all the circumstances surrounding the shooting must first be established before any decision is made on criminal charges.
