Laikipia Woman Faces Multiple Fraud and Personation Charges

Caroline Makena Kinyua, has been arraigned in court to answer to a total of six criminal counts, including fraudulent acquisition of public property and personation. Ms. Kinyua, who allegedly used the alias Kairuthi Caroline Kubai, pleaded not guilty to all the charges before Magistrate Mark Ekubi.

The charges, which cover offenses allegedly committed between May 2023 and May 2024, center on securing a teaching position by posing as another person and subsequently drawing a salary.

The most serious charge, Count I, accuses Ms. Kinyua of violating the Anti-Corruption and Economic Crime Act. Prosecutors allege that while employed as a public officer a teacher at Doldol Primary School she fraudulently acquired Ksh. 292,130 from the Teachers Service Commission (TSC).

The remaining five counts detail a comprehensive scheme of personation under the Penal Code, claiming Ms. Kinyua fraudulently used the identity and documents of Kairuthi Caroline Kubai to secure the job.

The particulars of the charges include:
Count II: Representing herself as Kairuthi Caroline Kubai to the TSC Sub-County Director, Mellen Gesemba, on May 8, 2023, with the intent to defraud the TSC.
Counts III-VI: Uttering four specific, allegedly fraudulent documents to secure employment at the TSC office on the same day. These documents were:
A Kenya Certificate of Secondary Education Certificate.
A Primary Education Certificate.
A KRA PIN Certificate.
A National Identity Card.

Following her not-guilty plea, Magistrate Ekubi granted Ms. Kinyua a total cash bail of Ksh. 150,000, which includes a new bail of Ksh. 50,000 on top of a previous Ksh. 100,000
